Professional Experience

Mr. Hogan’s 37-year engineering career includes experience in all civil engineering disciplines. He has managed design teams on a variety of challenging commercial, industrial, residential, land planning, and public work projects. His projects have been diverse in size and scope. The large-scale projects have given him the experience to perform feasibility studies, infrastructure planning, and identify financing alternatives. He is a proactive communicator and consistently adheres to budget and schedule requirements. Mr. Hogan’s involvement in various professional associations keeps him aware of the ever-changing business and technology climates.

Professional Experience

Mr. Bourgeois has over 32 years of experience in the industry. His broad-based experience includes project management and design of both public works and private projects. Mr. Bourgeois’ technical experience includes preparation of project specifications and bid documents, cost estimates, right-of-way engineering, and contract administration. His design experience includes streets, highways, storm drains, sewer and water facilities, and other public works infrastructure components. Mr. Bourgeois leads through a technical, hands-on approach.

Professional Experience

Mr. Chung has over 20 years of experience as a designer, project engineer, and project manager. His experience includes entitlements, feasibility studies, and development for commercial, industrial, educational, and custom-lot residential projects. Mr. Chung has led project teams on high-visibility projects such as Mercury Insurance Group’s National Headquarters located on Historic Route 66 in Rancho Cucamonga and Bass Pro’s first store in California. Mr. Chung plays a key role in expanding HFI’s education and commercial sectors through his understanding of the particular requirements of such projects.

Professional Experience

Mr. Emrani has over 26 years of civil engineering and GIS experience in both the public and private sectors. Mr. Emrani has a strong background in planning, design, and construction management of infrastructure improvements for various public and private clients. He has been responsible for the planning, design, and construction management of buildings, water distribution systems, water well, water storage tanks, wastewater collection systems, wastewater pumping stations, wastewater treatment plants, and storm drainage systems.  Additionally, he has performed studies and master plans for water and wastewater systems including performing future growth and water and wastewater rate analysis. Mr. Emrani has prepared static and dynamic computer models of water distribution systems to determine the effects of proposed improvements and to verify sizing requirements. He has also performed hydraulic capacity analysis and hydraulic modeling projects for wastewater systems.

Professional Experience

Mr. Miner has over 20 years of experience in the real estate development field. He has thorough knowledge of the subdivision and development process, tract map recordation procedures, public improvement plans, environmental impact reports and clearances, and other entitlements processes. Mr. Miner has been involved in a diverse number of projects including residential, commercial, industrial, mixed–use, and high-rise developments, as well as public infrastructure projects. Through his years of experience, Mr. Miner has developed invaluable relationships with various levels of agency personnel.
