Company Background
Founded in 1961, Hall & Foreman, Inc. (HFI) specializes in civil and traffic engineering, land planning, water resources engineering, GIS, surveying and mapping, laser scanning, entitlement coordination, and water quality management services for the residential, infill/mixed-use, education, commercial, industrial, and public works sectors.

Size & Office Location
HFI has 55 professionals working in four offices in Southern California. With headquarters in Tustin, the firm also has offices in Santa Clarita, Temecula, and Victorville.

Clients and Projects
For over 50 years, HFI has helped Southern California grow by providing builders, developers, public agencies, municipalities, and school districts with solutions that produce successful, sustainable projects. Projects range in size from large scale master planned communities and big-box retail centers to street improvements and storm drain infrastructure projects.

History
In 2011 HFI celebrated its 50th Anniversary. HFI was founded in 1961 by Jack Hall, former Assistant Public Works Director for the City of Santa Ana. The firm incorporated in 1963 after Hugh Foreman, Santa Ana’s Public Works Director and City Engineer, and George Shambeck, Orange County Flood Control District’s Senior Right-of-Way Engineer, joined Mr. Hall. Passed on to a new era of engineers and entrepreneurs, today the firm is lead by seven principals with backgrounds ranging from engineering and surveying, to planning and business management.

Making News

April, 2012 - Yazdan Emrani, P.E., Senior Vice President/Principal at Hall & Foreman published a series of articles on "Mobilizing for the Year of Infrastructure." The articles are featured in the ASCE OC newsletter. Part I is “Public Infrastructure Coalition of Orange County.” Part II is “Infrastructure Update.”

January, 2012 - Hall & Foreman commemorates 50th Anniversary with a tribute video.

June, 2011 - Ground-breaking ceremony held for the 1111 Wilshire project in Downtown LA's City West neighborhood.
