In May 2006, the State Water Resources Control Board adopted a set of regulations known as Waste Discharge Requirements (WDRs). All publicly owned sanitary sewer systems greater than one mile are required to comply. The Sewer System Management Plan (SSMP) is required for each entity enrolled in the WDR program.
