Company Background
HFI was founded in 1961 by Jack Hall, former Assistant Public Works Director for the City of Santa Ana. The firm incorporated in 1963 after Hugh Foreman, Santa Ana’s Public Works Director and City Engineer, and George Shambeck, Orange County Flood Control District’s Senior Right-of-Way Engineer, joined Mr. Hall. Passed on to a new era of engineers and entrepreneurs, today nine principals lead the firm. George Shambeck remains semi-active with the firm on the Board and as a consultant to the survey and mapping department.

During the last 47 years, HFI has developed successful relationships in the Southern California community with numerous agencies, developers, builders, and other firms that benefit from quality service. Whether participating in the lead or support role, HFI's mission is to identify and assist Clients in bringing a project to realization while maintaining schedules, deadlines, and budgets. Modern equipment and technological advances allow HFI to relay up-to-the-minute, detailed information to staff, Clients, and consultants throughout. Your success is the focus of Hall & Foreman, Inc.’s (HFI) Declaration. HFI strives to understand your project expectations and meet your project goals. To ensure the success of your project, we strive to provide the following six elements of service to you:

SCHEDULE

  • We establish a mutually agreed upon project schedule that identifies milestones for the deliverables and we provide status reports and schedule updates on a regular basis.

CLIENT COMMUNICATION

  • We communicate with you based on your preferences and expectations.
  • We return phone calls and emails within four working hours.
  • We prepare and distribute minutes of project meetings.

INTERNAL COMMUNICATION

  • Our project team members meet regularly to discuss project concerns, review project status, and communicate with each other to ensure your expectations and project goals are met.

QUALITY

  • Our internal QA/QC control process ensures accuracy of instruments of service.
  • Your project is reviewed by a senior staff member prior to each milestone submittal.
